Review Comment:
   Agreed. I took the harmless-option route.
   
   `WithScanPlanningMode` now returns a real `ScanOption` that records the mode 
on `Scan`; it no longer panics at construction or when passed to `Table.Scan`. 
Since scanner delegation does not read the mode yet, existing planning behavior 
stays local until the follow-up wires it in.
