Closes #14424. The reason why I marked this as Work In Progress is that I only implemented the changes for Spark 4.0 as a proof of concept. It's up to the reviewer to decide how we should roll out this change. Also, don't mind the docs change. I actually changed just one line, but IntelliJ decided to re-format the Markdown table.
