   I think `conda-forge` or any other popular alternative is acceptable if we 
can cut down the build time significantly and is **easy to maintain**.

   I would be in favor of building shared only in most CIs but we still have 
something to fix like https://github.com/apache/iceberg-cpp/pull/337
   
   > Windows on Debug: fine, or should the matrix keep a Release leg?
   
   Windows CI only has a Release build because of an unresolved issue: 
https://github.com/apache/iceberg-cpp/issues/39. It would be good if we can fix 
this and use a Debug build instead.
   
   > Any concerns with the composite action or the push trigger scoping?
   
   That sounds perfect to me.
