To de-risk this proposal, the Java implementation is built end-to-end and the wire shape is validated against real code - staged behind this spec, not blocking it. Once the spec converges, adoption can progress quickly: 1. #17337: the foundation. 2. #17410: Stacked on #17337. 3. #17411. Stacked on #17410. Each builds on the previous, so they can merge in sequence right after the spec lands.
