Review Comment:
   nit: the other builder setters `Preconditions.checkArgument` non-null 
(`filterData`, `scanMetrics`, and the required args in the constructor), but 
`planWith` accepts null silently to fall back to sequential planning. Maybe add 
`Preconditions.checkArgument(null != newExecutorService, ...)` for consistency.
