2.1. This also fixes the `split-lookback` row (it copied
`connector.iceberg.split-file-open-cost`), the runtime jar path
(`flink/v{{version}}/flink-runtime/build/libs`), 404 `ci.apache.org` Flink 2.1
links (now nightlies.apache.org), and the unversioned `iceberg-flink-runtime`
wget in aws.md.
Split from #17688 per review.
## How to test
* `gradle.properties`: `knownFlinkVersions=1.20,2.0,2.1`
* `FlinkReadOptions`: `PREFIX + SPLIT_LOOKBACK` is
`connector.iceberg.split-lookback`
* Replacement Flink docs URLs under
`nightlies.apache.org/flink/flink-docs-release-2.1/` return HTTP 200
* Docs CI: `make build` in `site/` (exit 0; Documentation built in 55.92
seconds)
