Review Comment:
   The rationale in this comment is still misleading: `std::vector` growth is 
specified to work for copyable-but-not-movable `T` (by copying elements). If 
the intent is to avoid repeated copies during reallocations for strictly 
copy-only types, say that directly rather than implying a portability 
requirement on move-insertability.
