Both root and leaves are opened through it, so `FilePlanner` does no manifest parsing itself. What's left is orchestration + planning: route root entries into data files vs. leaf manifests, expand leaves (in parallel when >1), and turn the merged TrackedFile stream into FileScanTasks with residuals and colocated DVs.
