Review Comment:
   I found the structure to be a bit awkward. Usually when I see `FooBuilder` 
it usually builds `Foo`. In this case, `build()` is returning a bare Arrow 
record batch. 
   
   Would it make sense to make it a plan function:
   
   >  pub fn position_delete_batch(rows: impl IntoIterator<Item = (impl 
Into<String>, i64)>) -> Result<RecordBatch>
   
   which collapses `new/with_capacity/push/extend` into just one call?
