Ah, I see now. This issue is referring to the partition field summary bounds on the manifest list entries. Both the `partitions` field which contains a field summary for each partition, and the bound fields on each field summary are marked optional. However, if the field summary's bound is omitted that implies all values were `null` rather than that the bounds were unavailable. And if we're searching for `null` partition value, we're going to use `is_null` rather than `less_than`, etc..
