Move AWS SigV4 signing out of `catalog/rest` into `catalog/rest/sigv4`, so plain REST users no longer pull in the AWS SDK. Breaking change: `rest.WithAwsConfig` is removed. Use `sigv4.WithAwsConfig(...)` and add a blank import of `catalog/rest/sigv4` to enable SigV4 signing.
