Fixes #18173. Parquet `TIMESTAMP_MILLIS` statistics are stored in milliseconds, while Iceberg timestamps use microseconds. This converts the bounds before row-group filtering and file-metrics creation. The regression test covers timestamps with and without UTC adjustment, including both pruning directions.
