   Flink 2.2 and 2.3 are now the latest two minor versions and 1.20 is the 
current LTS release. Following the Flink community guideline referenced in the 
multi-engine support docs (only the latest two minor versions and the current 
LTS version are actively maintained), Flink 2.1 is no longer actively 
maintained and is removed.
   
   This mirrors the Flink 2.0 removal (commit `f80a72fe99`) and its follow-up 
docs update (#17869):
   
   - Delete the `flink/v2.1` module
   - Drop the `2.1` wiring from `settings.gradle`, `flink/build.gradle`, 
`jmh.gradle` and `gradle.properties` (`knownFlinkVersions`)
   - Remove the `flink21` entries from `gradle/libs.versions.toml`
   - Drop `2.1` from the `flink-ci` matrix, the `cve-scan` distribution list 
and `dev/stage-binaries.sh`
   - Mark Flink 2.1 as `End of Life` in `multi-engine-support.md` with 1.11.0 
as the last supporting release, and update the `contribute.md` build example
   
   Verified with `./gradlew projects -DflinkVersions=1.20,2.2,2.3` and by 
compiling the remaining Flink modules; `-DflinkVersions=2.1` now fails with 
`Found unsupported Flink versions: [2.1]`.
