   Thanks, this is really helpful. 
   
    >I don't understand why this would test that files from the same spec share 
values. I think this should be cut.
   
   It is useful to verify that caching is working. But I have removed it (can 
bring it back if needed). 
   
   I reworked the plan around the organization you have laid out. High-level 
changes:
    
   *  Removed `sameSpecFilesShareContext`, the ParallelIterable-specific test, 
the empty-root test, and the multi-spec group. 
   * reworked residual and lazy evaluation; added root+manifest filtering, case 
sensitivity, table-location passing, ignoreResiduals, and a v3-manifest 
negative.
   * DV handling moved into a file-to-task conversion group.
   * Scan metrics is last, built on the most complex filtering test. All 
filtering tests assert which files survive, not why one was skipped.
