Add InspectTable.Labels(), exposing a table's catalog-provided labels as a queryable Arrow table in the tidy long format used by Java's labels metadata table (scope, field_id, field_name, key, value) for cross-client parity. Object-level labels use scope="object" with null field_id/field_name; field-level labels use scope="field" with field_name resolved against the current schema, null for a dropped column. Object labels precede field labels, which follow the catalog's field order (matching Java); keys are sorted within each group for deterministic output, diverging from Java's insertion order because Go maps do not preserve it.
