Adds regression tests for inclusive stats evaluation when value counts are
missing. A null count or NaN count alone cannot establish that every value is
null or NaN, so notNull and notNaN predicates must keep the file as a
candidate. Test plan: Verify both predicates retain a two-record file when the
corresponding count is 0 or 1 and the value count is absent.
