Backport of #18123 to Flink 1.20 and 2.2 (2.1 no longer exists on main). After a stateless restart with an unchanged job ID, `IcebergCommitter` matched the previous run's snapshots and silently dropped new commits. The committer now skips the checkpoint lookup when the job is not restored. The patch applied cleanly to both modules. Closes #18098 is already handled by #18123; this only extends the fix to the older Flink versions. Test plan: `TestIcebergCommitter` (including the stateless-restart test) passes in both modules. -- This is an automated message from the Apache Git Service.
