I crawled the locally built site (`make serve-dev`) and checked every
internal link, anchor and external URL. This PR fixes the broken ones outside
`format/`; the spec fixes are in #18441.
Fixed a bunch of broken uris.
Not fixed: `flink.md` links to a "bundled hive jar" built from `{{
flinkVersion }}` (`flink-sql-connector-hive-2.3.9_2.12-2.3.0.jar`), which does
not exist. No Flink 2.x Hive SQL connector is published; the latest is
`3.0.0-1.20`, for Flink 1.20. That section needs rewording rather than a new
URL.
