Add `RefsTable` to expose branch and tag snapshot references through an Arrow stream. Its six-column schema includes reference names, `BRANCH`/`TAG` types, snapshot IDs, and optional retention settings; rows are sorted by reference name. Includes the shared metadata row-stream helper for bounded Arrow batches and tests under `test/inspect` using metadata-only fixtures. Extracted from #876, whose files, partitions, and manifests tables will depend on this PR. Validation: pre-commit and `git diff --check` passed; an independent build on current main passed all 14 metadata tests, including four RefsTable cases across format versions 2 and 3.
