This PR has gone in-n-out for a few times :/ it was kicked out of the queue
due to timeout.
I was thinking about prioritizing workflows in the merge queue but didn't
find any useful options. Not sure if others have thoughts about this? The best
idea I have is to increase the timeout like
```
- type: merge_queue
parameters:
check_response_timeout_minutes: 180
```
