URL: https://github.com/apache/iceberg/pull/18535

`ParquetUtil.fileMetrics` opens the file footer without decryption
properties, so it fails on files written with Parquet native encryption
("Trying to read file with encrypted footer. No keys available"). This change
makes it work for natively encrypted files: when the input is a
`NativeEncryptionInputFile`, the footer is opened with the file's encryption
key and AAD prefix from its key metadata. Plain files are read as before.

This was split out of #17622 (RepairTable action), which needs it to
recompute metrics for encrypted tables, as suggested in review there.

   Testing: `TestParquetUtil.fileMetricsOfNativelyEncryptedFile` writes a
natively encrypted Parquet file, checks that reading its metrics as a plain
file still fails, and checks that reading them through a
`NativeEncryptionInputFile` returns the expected record count, value and null
counts, and bounds. The test fails without this change.
