`EcsCatalog.setProperties` and `removeProperties` leak the vendor `S3Exception` (404 `NoSuchKey`) when the namespace does not exist, instead of the `NoSuchNamespaceException` declared on `SupportsNamespaces`. `updateProperties` now checks that the namespace exists first, the same way `loadNamespaceMetadata` in this class and the other catalogs do. This revives the same fix from #17271, which was closed by the stale bot without review. Fixes #17270 Test plan: one test each for `setProperties` and `removeProperties` on a missing namespace, asserting `NoSuchNamespaceException`.
