The `lint-and-test` job in `go-ci.yml` hardcoded `runs-on: ubuntu-latest`,
so the `windows-latest` and `macos-latest` matrix entries only changed the job
name — all three legs ran identical Linux jobs. This made failures look
OS-specific when they weren't (e.g. the "windows-latest" golangci-lint schema
timeout on #105 actually ran on Linux).
Changes:
- `runs-on: ${{ matrix.os }}` so each leg runs on its declared OS.
- `make test-integration` and the docker-compose debug-log step now run on
Linux only: GitHub-hosted macOS and Windows runners can't run the Linux
containers in `dev/docker-compose.yml`.
Lint (golangci-lint, staticcheck) and unit tests (`go test ./...`) now
actually run on all three OSes.
