The release guide doesn't tell release managers to check the `LICENSE` and `NOTICE` files of bundled artifacts (Spark/Flink runtimes, cloud bundles, Kafka Connect runtime) before creating a release candidate. This adds a step to `how-to-release.md` that uses the `runtime-deps.txt` diff since the previous release to find dependency changes. It also explains how to update the entries, links recent PRs as examples, and suggests checking with PMC members.
