@danielcweeks you reviewed #18216, which moves the RCK tests onto `FREE_PORT` and calls this PR its complement - could you take a look? This makes the free-port retry from #13017 actually fire (Jetty wraps the `BindException` in an `IOException`, so the existing catch never matches), and it only touches the local-server branch of `beforeAll`, so the non-local RCK mode you raised there is unaffected. -- This is an automated message from the Apache Git Service.
