Track reading and writing compressed Puffin blobs. ## In progress - [ ] Read LZ4 and Zstandard compressed blobs: #2400 - [ ] Write LZ4 and Zstandard compressed blobs: #2401 ## Follow-up - [ ] Expand interoperability coverage with Java-written and Go-written Puffin files, including compressed blobs and footers. The proposed changes use single frames with content sizes. Deletion vectors stay uncompressed, as required by the Puffin spec. The PRs are still under review, so their scope may change.
