In a [previous PR](https://github.com/apache/iceberg/pull/17724), I had fixed a spec formatting issue around lists. As suggested in [this comment](https://github.com/apache/iceberg/pull/17724#issuecomment-5437079057), I am now adding the markdown lint rule `blanks-around-lists` (docs [here](https://pymarkdown.readthedocs.io/en/stable/plugins/rule_md032/)), and fixing the revealed linting issues. Note that there is no autofix, so any future linting issues around this rule have to be manually fixed.
