   Part of #18705.

Add an internal collector that returns one interval covering all input
longitude ranges, including ranges that cross ±180°. It fills gaps between
intervals when needed to limit memory use. This implements the longitude
accumulation step for spherical geography bounds.

Test plan: Cover empty input, overlap, date line endpoints, wrapping, full
coverage, intervals wider than half a circle, repeated builds, and coverage
after compaction. All 16 collector tests, core Spotless, and core Checkstyle
checks pass locally.
