Backports #16686 to 1.10.x. `ManifestFilterManager` updates delete tracking concurrently while filtering manifests, and retries can count duplicate deletes from unsuccessful commit attempts. This applies the upstream fix to the 1.10 branch. Test plan: the focused concurrent-delete retry test, formatting, Core checkstyle, the full Core build and test suite, and RevAPI all pass.
