Looking into what's been done since I opened this, Flink now has filter pushdown. So we likely need to update `org.apache.iceberg.flink.FlinkFilters` to account for NOT_STARTS_WITH. Or at the least we might consider adding some tests in Flink that use `NOT LIKE` to ensure those queries will work correctly.
