   According to this documentation, there is an ability to add more granular 
permissions to the token used for a github actions workflow: 
https://docs.github.com/en/actions/reference/authentication-in-a-workflow#using-the-github_token-in-a-workflow
   
   I'm going to test this out using the example they provide, against the 
labeler workflow, while we can investigate it further.
