Ryan replied the email thread and I think the concern is that it brings a lot of legal liability for Apache foundation to maintain vendor runtime jars. If the vendor prefers to have such a jar, they should publish on their own. In the community meeting today we have some agreement that this is the most reasonable way to go. We did not have the license issue for AWS and Nessie because they did not bring any bundled vendor dependency, but in general we should discourage the practice for new vendors going forward.
