Review Comment:
We discussed this offline and concluded that we don't want to expose
`OAuth2Properties.TOKEN_REFRESH_NUM_RETRIES` and make it externally
configurable.
We agreed to add a `public static` field to `AuthSession` annotated with
`@VisibleForTesting`.
