"Fixed at 2.8.1" does not mean it was fixed at 2.9 since
* 2.8.1 can be released after 2.9
* 2.8.1 can be released before 2.9, but will not be merged to 2.9 because of
some reason.
And the main problem here that you will not have this issue at 2.9 Release
Notes because the Jira filter will not show it.
