[~alex_pl] thanks for the explanation. ACTIVE_READ_ONLY addition is super 
confusing. I'll update the comment on ClientBitmaskFeature - that javadoc from 
ProtocolBitmaskFeature should be added to the server side as well.

Let's be more careful with flag naming and documentation. Java client is not 
the only client we have.
