[~isapego] [~alex_pl] I added patch, that supports cmake build on windows.
Based on [Igor Sapego's work|https://github.com/apache/ignite/pull/7899/files].
What tested:
# Debug and release build on VS 2017
# Tests completes successfully, including ODBC
# Examples build and run successfully.
I think that we can proceed with TC job.
