Description: Failure detection timeout is now a parameter. Not a constant.
Also, the value reduced for ZooKeeper tests. (was: Since IGNITE-13643,
discovery ducktape test might have additional setting for socket linger and
failure detection. This could unveil new issues with the linger and start
fixing or redeeming tcp discovery settings.)
