Description:
MetaStorageManager must be an entry point to MetaStorageService for other
components.
Also, it must implement aggregation of client watches to provide the following
additional guarantees to the watching mechanism:
* watch events must be processed sequentially.
* watch events must be resolved in the order of watch registration.
