Summary: Handle CompactedException and OperationTimeoutException
from MetaStorageService#range methods

{{MetaStorageService#range}} might throw {{CompactedException}} and
{{OperationTimeoutException}}, currently, there are several places in the
codebase where such exceptions are not handled properly. For example, for
{{OperationTimeoutException}} might be suitable to retry range operation, while
{{CompactedException}} should be handled differently.
