Description:
While we were implementing 3.0.0-alpha2 release, we didn't properly develop a
cluster restart scenario, so several places in the code were patched with TODO:
* Both Local and Distributed Configuration Storage's {{storage version}} should
be [persisted|https://issues.apache.org/jira/browse/IGNITE-14408] and set after
a restart
* {{ConfigurationStorage#notifyApplied}} mechanism should be revised according
to restart mechanism
