Description:
Raft groups require snapshot capture and restore operations for the underlying
storage. At this moment, partitions storage is persistent (persistence is built
on top of the RocksDB), but capture and restoration of the snapshots are not
implemented.
I propose following changes in the Storage API: add capture and restore
snapshot operations.
