It is needed to unify the authentication and authorization process for joining
node across all discovery implementations. Currently the logic of new node
authentication and authorization is duplicated with some differences. For
example in TCP discovery implementation node is authorized for NODE_JOINED
permission in zookeeper discovery implementation this check is missed.
