.NET project structure is modernized as part of IGNITE-15504 and requires
TeamCity configuration changes:
* Deprecate and disable existing Windows-only configurations:
** Platform .NET
** Platform .NET (Integrations)
** Platform .NET (Long Running)
** Platform .NET (NuGet)
* Finalize and enable new configuration "Platform .NET (Windows)"
The new configuration combines all Windows-specific tests. Since Windows
configurations require significant time to install Java artifacts, and we have
a limited number of Windows agents, it does not make sense to have multiple
Windows-specific configurations as we do now.
