Please, check our contributing guide [1]. To get the access, you should request
it with writing to the dev list. You have to mention your Jira account in this
message. Then admins grant you the access. After that you can assign this
ticket to yourself.
If you have any questions, feel free to ask them. When you have a patch, you
can ask a review here or writing on the dev list.
