It's proposed to add an ability for plugins to provide cache topology validator
as extension.
It will give us an option to disable topology validation checks between
restarts with PDS enabled but keep caches intact.
The problem with the current approach - topology validator is configured
through cache configuration - is that it is saved in PDS and automatically
restored after restart.
