If {{IpFinder.initializeLocalAddresses}} always throws an exception, the join
process will hang forever even if there is {{joinTimeout}} configured. This can
happen, for example, with ZooKeeper finder if provided credentials are
incorrect.
We should make sure that {{joinTimeout}} is honored in this case as well.
