Summary: Make a research about possibility of performing a
rebalance on recovery

A possible optimization is to perform rebalance on node recovery, to make sure
that in the moment when the join joins logical topology it is ready to serve
user load. Research is needed to check whether it's possible to distinguish the
rebalance and user load to allow the former on recovery without allowing the
latter.
