Add a manager that will server a cluster management RAFT group (CMG).
It is getting a list of peers from the initial (local) configuration, then
starting a RAFT group.
The RAFT group should store a list of Metastorage nodes. The first
implementation may decide the same nodes (as CMG) as Metastorage peers.
