After IGNITE-16364 was merged, IgniteTestStripedThreadPoolExecutor is used for
arbitrary delay tasks execution, the goal of such a functionality is to test
nodes with multiple inputs, for example we can forgot to create some helpful
structures while left input is triggered and right is still empty. Mostly
helpful in joins.
