Description: Need to provide the way to notify {{CDCConsumer}} about
creation/destroying caches(tables). (was: Need to provide the way to notify
{{CDCConsumer}} about changes in binary meta.
Required to correctly notify subsequent systems about new types that can be
found in change events.)
